Background Information and Communication Technology (ICT) is increasingly finding the way into all fields of human society. This development results from the believe, that computerised workflow is quicker, more efficient, and cost-effective than the traditional workflow [1]. A few years ago e-business began to reach local governments. The label e-government comprises applications and objectives concerning the exchange between government and government (G2G), government and citizen (G2C), and government and business (G2B). These new technologies will influence the way governments do business, reengineer processes during the integration of these technologies and establish new communication structures between involved participants [2].
